shiny, smooth, broadly faintly wrinkly, margins curled up and crisped esp when wet, brown to gray, no isidia or soredia or lobules, dark brown to black bel right to edge except for v shallow ellip white interspaces, rhiz abundant scattered pointed

Cladonia phyllophora [] [voucher]

squam   1-3mm, thickish, rounded, white felty bel, curled up, many on stems esp around cups podetia   10-15x1.5-2.0mm, cups flaring gradually to around 3mm, often one to sev prolif from marg, secondary podetia identical, many blackish-brown pycnidia raised around cup marg, white pruinose inside cup cortex not continuous, no soredia or apothecia, pale to brownish cast, not noticably blackened at base except for some black rhiz-like tufts from the undersurface of some squamules near moss

Seems it could also be C. prolifica but this species seems more common based on observations by Trevor.
